The Federal Motor Carrier Safety Administration (FMCSA) announced that it will publish a Notice of Proposed Rulemaking (NPRM) to establish an increase in the fees that interstate commercial truck and bus companies, brokers, freight forwarders and leasing companies must pay under the Unified Carrier Registration (UCR) Plan for registration year 2010. States have been unable to effectively collect the UCR revenue they are entitled by law during the 2007-2009 registration years. The FMCSA believes its proposed new fee levels will both encourage states to aggressively enforce the UCR fees rule and generate the necessary revenue to execute state motor carrier safety programs. The NPRM will appear in the September 3, 2009 issue of the Federal Register. Interested parties will have 15 days to comment on the proposed fees and can do so by going to www.Regulations.gov.
